Transcoding all supported audio on fly to CBR MP3

Hello, and sorry if this has been answered already. I tried searching related topics but none were found :

So I'm looking way to transcode every audio track before sent to client. For some reason when listening to VBR or ABR music lags, I increased preload and buffer values, the hiccups were gone but upload was bursting which is not so good thing as my upload speed is limited and it makes other server apps and games to lag. I'm using foobar2000.

So is there way to transcode every track to, lets say mp3 96kbps and so keeping the upload steady. I'm Using CentOS

I can also re-encode my media but I don't know good software to mass convert whole albums and keep the folder structure and names (some songs are written in japanese) foobar2000 does the job but it won't keep songs in folders

If you got LAME running with kP, you can force LAME (CBR rewriting) with a specific rate (kbps). However, you also need to
enable the "streaming engine" (Settings, verify for each user that it is enabled)

Can you tell me how forcing cbr can be done? I installed lame and enabled it from the settings, but it still seems to use vbr :|

E: ah nevermind.. found the setting :( I'm really sorry, should've looked for it harder :D
