when i get the url from winamp example : index.php?streamsid=1524&c=6-1282788066&stag=NzNbRkaeWUY%3D&file=.mp3
and paste it in internet explorer or other browser i can download the file.. how can i block this download?

You can't. You can restrict the speed though. There is technically no difference between downloading and streaming that's why it's possible. If you wish to restrict it completely you should look at a another server solution.

i think on that to rename .mp3 files to .php, but dont know if ices radio will work on this..

A tip: You can force the use of lame and by selecting a low bitrate reduce the quality of the streams. (kPlaylist and ices supports this.)
